Shanghai Unveils Platform to Boost Startup Support Beyond Funding

Shanghai has recently introduced a new post-investment support platform aimed at assisting technology startups backed by government funds to access resources beyond just funding. Managed by a state-owned capital investment entity, this platform has already brought together over 100 partners, including local state-owned enterprises, universities, research institutes, leading industry companies, and specialized organizations. These partners collectively offer a wide range of resources across 24 categories, such as industry expertise, financial services, technological support, and real estate facilities.

In recent years, the city’s state-owned investment sector has seen steady growth, creating a diverse portfolio of funds totaling over 660 billion yuan (approximately $98.2 billion) as of the end of last year. Instead of limiting their role to providing initial funding, state funds are now focused on supporting startups throughout their entire development process. An official from the investment platform highlighted that this approach enhances the potential of state-owned capital to foster deeper integration between technological and industrial innovation.

The platform will operate through a centralized service portal staffed by dedicated personnel who will connect innovators with the appropriate resources and offer customized assistance tailored to their specific growth stages. Its services are categorized into three levels: basic inclusive support, specialized core services, and comprehensive strategic assistance. These services encompass areas such as investment and financing, industrial development, ecosystem building, technology commercialization, talent acquisition, and overall empowerment.

This initiative is part of a broader effort by Shanghai’s primary state-owned capital investment platform to promote industry development and technological advancement, providing not only equity investment but also support in areas like market entry, industry partnerships, and talent recruitment.
