Google Displays Fewer PDF Files in Search Results

Google appears to be showing fewer PDF files in search results lately. When PDFs do appear, they seem to exclude some significant websites like IRS.gov, New York State, and others. Interestingly, there are instances where Google displays PDF documents without any specific filtering for file type.

For example, when searching for IRS forms such as W9 and W4, the results traditionally included direct links to the PDFs hosted by the IRS. However, recently, the search results now redirect to third-party sites or only link to the IRS webpage, not directly to the PDF, even if “PDF” is included manually in the search query.

Visual examples include screenshots showing W9 and W4 searches that now lead to non-PDF links, contrasting with past results where PDFs appeared directly.

This change was initially highlighted by Savanna Gray on LinkedIn, who shared her observation of a significant drop in clicks to PDFs from search results, particularly noting how some sites seem to be dropping out of Google’s index altogether. Lily Ray also echoed this concern, sharing that her team has noticed a large decrease in PDF clicks in Search Console, with several PDF URLs no longer generating impressions or clicks.

Some users have attempted to force PDF filtering via filetype or site-specific queries, like searching “site:irs.gov w9 filetype:pdf.” While this method sometimes yields PDFs, it’s not practical for the average user, who likely wouldn’t know to do this.

In some cases, searches for specific state forms, such as Connecticut or IRS forms, still return PDFs when using filetype filters. However, popular forms from New York State, like N-45 or MTA forms, no longer show up in the results, despite being highly relevant.

Multiple SEO professionals have commented on the decline, with one citing that their top PDFs have gone from thousands of impressions and hundreds of clicks down to zero—some PDFs still appear to be indexed but aren’t showing in search results anymore.

There are questions about whether technical issues, such as connectivity problems with government websites like IRS.gov, are causing these drops. For instance, recent reports mention IRS.gov being inaccessible and completely falling out of Google’s index, which raises concerns about underlying technical or indexing issues affecting PDF visibility.

The full scope of this change remains unclear, and many in the SEO community are observing similar patterns.
