- The National Committee for the Administration of Gaza (NCAG) will deploy into Gaza and begin assuming governing responsibilities.
- Progress to subsequent phases depends on verified completion of prior commitments.
- An International Verification Committee (IVC) will oversee verification and monitor violations during the process.
- Gaza will be managed under the principle of “One Authority, One Law, One Weapon,” with NCAG operating according to Palestinian laws and international standards.
- Newly trained police officers will integrate into existing structures after thorough vetting; personnel not meeting standards will be reassigned civilian roles. All police weapons will transfer to NCAG control.
- A process to decommission, store, and manage Hamas’s heavy weapons, military sites, depots, and tunnels will be gradually implemented by NCAG, tied to phased Israeli withdrawals.
- Weapons will not be transferred to Israel or other non-Palestinian entities; ultimately, NCAG will hold all weapons.
- A temporary International Stabilization Force (ISF) will be stationed in Gaza to separate Israeli forces from NCAG-controlled areas.
