If you wish to challenge Zoh Shia again after your initial encounter during the story, follow these steps:

Achieve Hunter Level 50 or higher.
Talk to Werner in Suja when you receive the alert.
This will allow you to engage Zoh Shia in the “Germination” assignment quest.
Once you complete the Germination quest, Zoh Shia will randomly appear in the Ruins of Wyveria during the Inclemency period.

Zoh Shia shows up similarly to Jin Dahaad, where it’s part of a specific quest in its own arena. While it’s not guaranteed that it will spawn each time, that is the only period it can appear, so keep resting at your tent if you don’t see it.
