A simple way to level up and reach the character recruitment requirements is by improving the Survey Rate of a specific area. Completing missions associated with map Segments will consistently award you with Credits and Experience, allowing for rapid leveling.
You can recruit Liesel after finishing the “New Skell on the Block” quest. This is an Affinity Quest, a special type of mission tied to character recruitment or relationship building with existing party members. These missions typically include full cutscenes, dialogue, and other features that set them apart from other aspects of gameplay in Xenoblade Chronicles X.

The Affinity Mission is located near the BLADE Barracks, just below areas like the Armory Alley and the Restricted Hangar Entrance in BLADE Tower.
