Mafia 3 introduces three underbosses who will assist you in acquiring and controlling various businesses, rackets, and Lincoln’s criminal underworld. As with the other two Underbosses, if you fail to maintain Vito’s loyalty, you’ll ultimately face him in a mission called “I Deserved Better.”
Optimal District Assignments for Each Underboss in Mafia 3
As you navigate the game and seize control of rackets, you’ll need to assign these to one of your lieutenants. This action will enhance that underboss’s profits and unlock additional upgrades and favors.
Upon gaining control of all available rackets in a district and taking out the Marcano lieutenant, you can delegate oversight of the area to one of your lieutenants. As previously mentioned, it’s crucial to keep all your lieutenants satisfied to prevent betrayal.
To achieve this, strive for a balanced distribution of districts. While this may mean missing out on an underboss’s top-tier bonuses, it will almost certainly earn you the ‘We’re in This Together’ Trophy/Achievement. Alternatively, you could concentrate on a single lieutenant while neglecting the others until the conclusion of the game for the ‘Just You and Me’ Trophy/Achievement.
Here’s the recommended way to allocate districts among your Mafia 3 underbosses:
- Vito Scaletta: Frisco Fields, Downtown, and River Row
- Cassandra: Southdowns, Barclay Mills, and Delray Hollow
- Thomas Burke: French Ward, Tickfaw Harbor, and Pointe Verdun

How To Ensure the Survival of All Underbosses?
This largely hinges on how you manage your underbosses and which districts are assigned to them in the game. If you place an underboss in a district that is ill-suited for them, issues can arise, and they may choose to leave or even die. To mitigate this risk, you should assign them to districts that align with their strengths, as discussed earlier.
Allocate a minimum of two districts to each underboss to avoid negative outcomes. Additionally, DO NOT reassign a district to someone else, which could lead to your underbosses abandoning you.
Mafia 3 Underboss Endings
Your choices in the game significantly influence how your underbosses are affected by the story’s conclusion. If Lincoln opts to leave after the game, the underboss with the most territory assumes command of the city. Here’s what you can expect:
- Vito: After Lincoln departs, Vito takes control of the criminal empire in New Bordeaux. He even works toward legitimizing many operations, including the completion of Marcano’s hotel and casino.
- Burke: With Lincoln gone, the Irish consolidate power as New Bordeaux’s crime lords, renaming the area Bourbon City, while Burke gains a position on the city council. Sadly, he meets an untimely death during the 1984 gang wars.
- Cassandra: Although Cassandra encounters challenges at first, she swiftly adapts, successfully defending her operations from both rivals and governmental interference. Following the assassination of the Louisiana governor, the federal government is implied to have curtailed funding for the city due to her involvement.
