During your journey in Assassin’s Creed Shadows, you’ll meet Shido, a master of the Biwa, while looking for one of the Shinbakufu targets. Shido is a member of the People of Wakasa, seeking redemption for the mistakes of his former student, Takeda Motoaki—known as The Fox. After you take down The Fox, Shido will ask for your help and provide you with key information regarding five targets associated with the Pirate Alliance in the Wakasa region. Initially, you’ll find four targets, but more will be disclosed as your adventure unfolds.
The Pirate Alliance is a notorious group of outlaws responsible for raiding coastal towns in Wakasa, where you’ll be conducting your search. The five members of the Pirate Alliance you’ll need to track down are Kage, Lopo Cruz, Little Kappa, Sen, and Oni-yuri. Completing this target board is essential for unlocking all skills for Naoe and Yasuke. In return, you’ll be rewarded with a legendary Kusarigama, along with several other epic-quality items.
Accessing the Pirate Alliance Target Board in AC Shadows
To access the Pirate Alliance target board, head to the Wakasa region and hunt down The Fox, also known as Takeda Motoaki. This character is among the primary targets in the main AC Shadows Onryo (Shinbakufu) target board. As part of this mission, you’ll need to inform Shido of his former student’s downfall. After eliminating The Fox, you can unlock the Pirate Alliance board by conversing with Shido.
You should speak with Shido or find a list of the Pirate Alliance names to obtain essential clues for the board. Throughout this quest, there’s also a reference to hidden treasure, so pay attention to conversations for hints about the buried riches. To tackle the final target on the board, Oni-Yuri, you must complete the "Sweet Lies" quest in Tsuruga.

Kage
Kage is a loyal supporter of Samemaru who has promised his brother to search the Shattered Coast for treasure. You’ll find him west of Obama on a cluster of small boats in the bay leading to the trading port. You can dive down to reach him safely at night without facing arrow fire. Defeating Kage rewards you with the Brotherly Pride Epic Katana and the Common Damage on Consecutive Hits engraving. -
Lopo Cruz
Lopo Cruz is located in Nariu’s Lair, west of Obama, aboard a docked boat speaking with his crew. By eavesdropping, you’ll learn about the secret treasure they’re pursuing. Once he’s alone after the discussion, you can sneak up and eliminate him. Defeating Lopo Cruz grants you the Oceans Grip legendary Kusarigama, which inflicts 60% damage on enemies over 3 meters away. -
Little Kappa
Little Kappa can be found in Maizuru’s Lair along the Shattered Coast. You have the opportunity to overhear two henchmen talking about their plans for treasure again. You can eliminate Little Kappa with a well-placed Shuriken throw at nearby explosives or engage directly in combat. He drops the Kappa’s Hammer Epic kanabo, which offers +24% armor piercing with posture attacks. -
Sen
To locate Sen, consult the Jesuit priest previously held captive at Little Kappa’s camp. He’ll direct you to a small fishing village to the west in Tamba, northeast of Fukuchiyama. Once there, villagers will extoll Sen’s virtues, indicating he shouldn’t be killed. However, it’s revealed that in his greed, he was responsible for his wife’s death, leading him to abandon piracy for a life of helping the village. - Oni-Yuri
To unlock Oni-Yuri, complete the "Sweet Lies" quest and find all the poisoned food before confronting her, as she is accused of being behind the poisoning. While Naoe defends her in canon mode, it becomes clear that she may be guilty. Follow Oni-Yuri’s storyline to uncover her deadly secrets and her father’s backstory. Completing her quests allows her to join your crew as an ally and rewards you with the Lash of Deception Epic Kusarigama.
Rewards for Taking Out All the Pirate Alliance Leaders
After dealing with all the Pirate Alliance leaders, return to Shido to finish the quest. This will complete the Pirate Alliance target board, rewarding you with 5000 XP and a key needed to access a legendary chest in Koromodako Cave, situated on the Shattered Coast, to the west of Maizuru’s Lair. The real highlights from this mission are the legendary drops: the Oceans Grip Kusarigama and the Fujin’s Tempest amulet.
You’ll also unlock two skills in the characters’ skill trees. Naoe will acquire an enhancement for his Smoke Bomb, Widespread, increasing its radius to 10 meters. Meanwhile, Yasuke gains the Quick Aim passive upgrade for his Teppo reloading technique, boosting its speed and allowing for a potential 60% damage increase. Many other skills in both characters’ trees necessitate completing target boards in Assassin’s Creed Shadows, but for now, enjoy the spoils from the Pirate Alliance dealings.
